The paper analyzes the development of medical ethics in the USSR, and its socio-psychological, scientific-technological, and organizational factors. Special attention is given to the interdependence of moral-ethical problems with organizational issues. The availability of free health care to all citizens has been regarded as a great achievement of the Soviet society. In recent decades, however, decreased funding of the state-run health care system has led to a deterioration in the quality and quantity of available medical equipment and services. More than 50 percent of the Russian population is dissatisfied with the health care system and the attitudes and moral standards of their health care providers. The ethics of social consequences is a means of satisficing non-utilitarian consequentialism that can be used to approach disaster issues. The primary values in the ethics of social consequences are humanity, human dignity and moral rights, and these are developed and realized to achieve positive social consequences. The secondary values found in the ethics of social consequences include justice, responsibility, moral duty and tolerance. Their role and purpose is given by their ability to help achieve and realize moral good. Fair (...) treatment within moral issues stems from applying primary as well as secondary values. The nature of these values cannot be determined exclusively in ordinary circumstances. However, in extraordinary circumstances (disasters), not all the requirements relating to the value structure of the ethics of social consequences need be considered in its entirety. In extraordinary circumstances, values are prioritised and realized. Primary values are realized prior to secondary ones. When prioritizing primary values, the realization of positive social consequences, or at least minimizing the negative social consequences, takes priority over other primary values. In disaster bioethics especially, it is often necessary to find a way to minimize the negative social consequences; thus, actions where positive social consequences are prevalent are preferred. This study emphasises the cosmic dimensions of the Church understood as the Throne of God, analysing its understanding in this way by the great writers and thinkers of the ancient world, for example, Philo the Alexandrine, Saint Dionysius the Areopagite and Saint Irene of Lyon. The reconstitution of all the cosmological contexts and understanding of the Throne of God inspired by the texts of the ancient authors is opening a very interesting perspective over the existence of the Church as a (...) cosmic Throne of God and reassembling of all the heavenly and intelligible creations sustained and vivified by the primal light of God transmitted in this way towards the lower degrees of the heavenly angelic and churchly hierarchy. Thus, the real source of primacy in the Church is originated, as Saint Dionysius pointed out, in the primal light of God poured over the Church. The Church as the Throne of God helps to discover the real cosmic and heavenly perspective over the heavenly power and authority, the bishops of the Churches are called frankly by God from the beginning (Rv 3:21). The authors identify several types of the new forms of protestmovement that are discusses within the problems of autonomy ofscientific system and the protection of the interests of scientists. They argue that the this type of communication shows how it is possible to combine both cognitive and normative attitude of science. The authors show the mechanisms of the reproduction of this communication and argue that it gradually turns into communicative macro system. The authors conclude that the protest movement in science (...) could be considered as a practical resolution of the Merton – Popper paradox, which presumes the incompatibility of both cognitive attitude (impartial observation) and normative dimension (value production) of science. The purpose of the study is to develop theoretical and organizational and methodological recommendations for improving state financial control. The article analyses the main performance indicators of the state financial control bodies, identifies the weaknesses of their activities, groups of problems and shortcomings of the current state financial control system. The scientific novelty consists in the development of a set of measures aimed at improving state financial control in the Russian Federation. The aim of the paper is to study socio-ethical aspects of Slovak higher education policy in the context of contemporary discussions on university assessment criteria. I conduct an ethical analysis and assess the criteria introduced in Slovakia that consider employment opportunities and the graduate unemployment rate, publishing in high impact journals, participation in European research programmes, etc., which often discriminates against the humanities and social sciences. On the other hand, I also point to the absence of a social contract regarding (...) the common good provided by Slovak universities, drawbacks of a legislative nature which often provide a basis for unethical behaviour within the Slovak academic community and, most often, problems concerning academic ethics in contemporary Slovakia. A formal model of metaphor is introduced. It models metaphor, first, as an interaction of “frames” according to the frame semantics, and then, as a wave function in Hilbert space. The practical way for a probability distribution and a corresponding wave function to be assigned to a given metaphor in a given language is considered. A series of formal definitions is deduced from this for: “representation”, “reality”, “language”, “ontology”, etc. All are based on Hilbert space. A few statements about a (...) quantum computer are implied: The sodefined reality is inherent and internal to it. It can report a result only “metaphorically”. It will demolish transmitting the result “literally”, i.e. absolutely exactly. A new and different formal definition of metaphor is introduced as a few entangled wave functions corresponding to different “signs” in different language formally defined as above. The change of frames as the change from the one to the other formal definition of metaphor is interpreted as a formal definition of thought. Four areas of cognition are unified as different but isomorphic interpretations of the mathematical model based on Hilbert space. These are: quantum mechanics, frame semantics, formal semantics by means of quantum computer, and the theory of metaphor in linguistics. (shrink)

Philosophy is an abstract theoretical discipline. However, a new trend that develops experimental methods in philosophical research has recently been gaining popularity extending to the fields of philosophical research that have not seen experimental methods earlier. This article addresses the question of whether it is possible to investigate philosophical questions with empirical methods. Two areas of research are considered – philosophy of language and semantics and epistemology. In these subfields of philosophy, the application of experimental methods has recently lead to (...) a noticeable progress. Empirical methods are justified in those disciplines in which arguments in favor of a particular theory are based on the study of our intuitions. Experiments only serve to obtain more objective representations of our intuitions, and philosophical argumentation is built further based on these intuitions. The authors argue that the use of experimental methods in semantics is compatible with anti-psychologism about meaning. The latter point is particularly controversial because linguistic intuitions or intuitions about the meaning have often been viewed as something that speakers have clear cognitive access to. However, when experimental research (even when it is a collection of controlled judgments) shows results that are different from what the field has been previously assuming, a revision is called for. The authors review several cases of such refutations calling for further revisions and argue that such experimental work helps arguments in philosophy of language and epistemology gain more sound ground with respect to the empirical data that they build on. In philosophy of language and theoretical linguistics, the cases explored in this article relate to the differences between languages with and without articles and to the predictions about the availability of certain interpretations of such expressions or lack thereof. It is further shown how a similar method of identifying the existent or non-existent interpretations was used in the studies of the meaning of “most”. In epistemology, the article discusses the results of some recent experimental work relating to the knowledge ascriptions. The speakers’ intuitions about the famous Barn-examples have recently been shown to diverge from what philosophers have claimed, building their far-reaching arguments on the data that was arguably incorrect. The reduction, reuse, collection and recovery of recyclable materials are sustainable behaviors and people’s awareness of them plays an important role in implementing strategies and policies in this field. The quantitative analysis performed on a group of 816 students of Politehnica University of Timisoara, aimed at finding answers to important environmental concerns and observing the students’ behaviors of reuse and selective collection of the waste resulted from plastic containers, paper, aluminum, batteries, iron packaging waste, electronic equipment, used cooking oil and (...) printer toner. The research has shown that ‘increased amounts of waste’ is among the first three concerns Romania has to deal with, besides ‘air pollution’ and ‘deforestation’. Moreover, the study highlights the existence of the behavior toward the selective waste collection among students. although there are some areas that students still need to be familiarized with through different campaigns, trainings, courses, etc. The results can be used in the development of institutional strategies or of strategic documents targeting environmental protection and sustainable development.
